Here we have a Buta Ultraman figure. They issued several different versions and I can't keep track of them but this one has the "green" dot in the middle of his chest. Also please note that despite this figure having been kept in a glass case since new, the vinyl has aged a bit and turned slightly yellowish in some places (though this could be part of the original design, I don't know). You can see it a bit in the pics of Ultraman's hands . . . . Not super noticeable but some kaiju collectors may care about this stuff. It also leads me to believe this is likely one of the earliest figures released by Buta though I don't know for sure - there's no date on the foot or the header.  And yes, this comes with the original header card and bag.
